Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist (ITS) 3 (Programming). The incumbent of this position will be responsible for analysis and implementation of technical enhancements required of the Child Nutrition Management System (CNMS) application under supervision of an Information Technology Specialist 4. Duties of this position will include but may not be limited to: • Demonstrate the ability to diagnose and implement complex business solutions using development skills in SQL, PL/SQL, Javascript and other web-based technologies;• Demonstrate knowledge of complex relational databases and database programming styles and languages;• Ensure all code written by self and subordinates has been reviewed and tested thoroughly;• Assist with the design and implementation of new infrastructure to support the existing application, such as a robust change management system and extensive reporting capabilities;• Ensure the use of appropriate tools for application development, including Git, JIRA, Confluence documentation, and continuous delivery as defined by the Enterprise Architecture Committee; and• Assist with modernizing the application using current technologies and tools, as defined by SED ITS standards; and • Supervise; assign tasks; evaluate performance of subordinates;

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent competitive appointment, a permanent non-competitive appointment, or a temporary provisional appointment. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.
