Duties Description This Bureau Director will report to the Director of the Division of Program Development and Management (DPDM) and will be responsible for the management and oversight of the Bureau of Social Care and Community Supports. The incumbent will take a lead role in the management and oversight of the New York Health Equity Reform 1115 Waiver Program. Through this initiative, NYS is fundamentally reforming the way health care services are delivered through the Medicaid program by integrating social care supports for high-risk Medicaid members. The incumbent will serve as the bureau's liaison with the Center for Medicare and Medicaid Services, state agency and Executive leadership, and the Medicaid provider community regarding policy areas under the bureau's purview. The policy areas include: Medicaid Social Care and Community Support Programs and the New York Health Equity Reform Waiver, housing support services, Empire State Supportive Housing Initiative (ESSHI), hospital violence prevention programs, community health worker services, medical respite, Medicaid-covered nutrition supports, medically tailored meals, and other social care support initiatives. Other functions include, but are not limited to:- Establishing bureau priorities and provide direction to ensure the efficiency and quality of services provided to members;- Leading implementation of improvements to Medicaid policy resulting from changes in federal or state laws or regulations or changes in the Medicaid program strategic priorities;- Approving federal authority documents prepared by experts on their team; - Coordinating with several other divisions in the Office of Health Insurance Programs to ensure successful communication of policy guidance to members, providers and Medicaid managed care plans;- Interfacing with oversight entities and serve as the primary liaison with the DOH Division of Legal Affairs;- Making recommendations to leadership and oversee the preparation of budget requests and materials for the annual state of the state agenda

Minimum Qualifications Minimum Qualifications: Eleven years of professional experience, of which two years musthave included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.A bachelor’s degree may substitute for four years of the general professional experience.Preferred Qualifications: The preferred candidate will be skilled in interfacing with Medicaid providers, members, advocacy organizations, and state and federal government partners; experienced with performance based metrics and developing policy changes to improve program efficiency; able to oversee and manage multi-faceted, long-term projects; demonstrated familiarity with state and federal requirements related to the delivery of Medicaid services; demonstrated familiarity with the processes for requesting federal waivers, Medicaid State Plan Amendments, and regulatory changes. Experienced with serving as a lead policy maker responsible for making recommendations to executive leadership; skilled in communicating complex Medicaid requirements to various stakeholders including the general public, the media, Medicaid members, providers, and executive leadership; and experience leading a team of professionals in implementing change, including overseeing project planning and execution.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
