Minimum Qualifications Seven years of experience* in equal opportunity, diversity and inclusion, or human rights; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources or training position allocated at or above Grade 18.*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.Substitutions: associate’s degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.Preferred Qualifications:• Experience with utilizing current best practices for both translation and interpretation service.• Knowledge of Federal and state laws and regulations related to public accommodation and equal access.• Experience with program/project management tools and recordkeeping skills.• Expertise in information systems, platforms and related technology to improve language access services to Limited English Proficiency communities.• Bilingual (both spoken and written fluency) in English and at least one of the following languages: Spanish, Russian, Vietnamese or Standard Chinese (Mandarin).• Intermediate level computer skills in Microsoft Office Suite including Outlook, Word, and Excel.• Excellent spoken and written communication skills.• Ability to exercise independent judgement, problem-solving, and decision-making skills.• Handle multiple priorities, processes, and demands in a dynamic work environment.• Ability to work under pressure with frequent interruptions.• Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description Standard Duties:As an Equal Opportunity Specialist 2, the incumbent will support ODEIA in the investigation of discrimination complaints, assessment of requests for reasonable accommodations, conduct of WIOA Equal Opportunity Compliance Reviews, implementation of Diversity and Inclusion initiatives, and other EO-based work. Duties include, but are not limited to:• Coordinate the implementation of diversity and inclusion, and equal opportunity initiatives.• Articulate agency goals and objectives to agency executives; and advise agency management on diversity and inclusion, and equal opportunity matters.• Analyze data and produce reports related to agency diversity and inclusion, and equal opportunity programs.• Train agency employees on equal opportunity issues related to employment, and provision of services.• Review personnel actions such as hiring, promotion, and termination to ensure fairness and equity.• Participate in examination planning and candidate sourcing meetings to make sure that equal opportunity is considered in agency selection process.• Make determinations on requests from clients and employees for reasonable and religious accommodations pursuant to federal and State laws.• Investigate employee discrimination complaints and issue findings (this task applies to positions whose agencies handle their own employee discrimination complaints).• Investigate discrimination complaints in the provision of services from agency clients and make recommendations to management.• Develop relevant programming to enhance employee's cultural awareness.• Represent the agency at events on diversity and inclusion, and equal opportunity.• Meet with advocacy groups to exchange information on agency equal opportunity policies, procedures, and practices.• Will supervise staff.• Responsible for ensuring compliance pursuant to Section 188 of the Workforce Innovation and Opportunity Act (WIOA) of 2014, and Code of Federal Regulations, Title 29, Part 38 (29 CFR Part 38).• Assists the State Level EO Officer in directing the statewide development, implementation, evaluation and monitoring of equal employment opportunity and affirmative action plans and programs for all Department of Labor operating units, training programs, State contractors, and recipients of WIOA, Title I funding.
