Duties Description Provide oversight and direction for the Program Optimization Support and Transformation (POST) team in support of the of the Retirement System Develop and implement a program area by:• Working directly with the POST Director to ensure the teams functions and business processes align with NYSLRS strategic mission and goals.• Develop and implement complex business process and support models that support the NYSLRS bureaus and integrate with existing CIO processes• Work directly with operational bureau managers and staff to design and implement timely and effective solutions required to maintain and enhance existing functionality. • Develop training programs and mentor staff to help develop POST professionally and increase staff skill sets and abilities.Manage and oversee a team of Business Systems Analyst (BSA) resources Supervise and oversee a team of BSA staff by:• Oversee the planning and allocation of personnel to accomplish the strategic goals of the NYSLRS bureaus• Monitor and report on work assigned to the teams and assist with prioritization and conflict• Oversee the hiring and onboarding of staff utilizing the Civil Service process• Develop annual staffing/succession plans and foster growth opportunities in the POST organizationBSA Staff Supervision Directly oversee and supervise the activities of Business Systems Analyst 1, 2, and 3 positions:• Enforce proper adherence to time and attendance rules.• Communicate and enforce standards of professional conduct.• Communicate performance expectations and evaluate staff performance.• Manage training plans to ensure staff is trained as necessary to fully perform their duties at the highest level of competence. Leadership and teamwork • Project a positive outlook and attitude.• Be flexible and receptive to new assignments based on evolving business needs, system capabilities and resource availability.• Enable and empower subordinate staff to perform their duties independently whenever possible. • Set example for staff by completing assignments promptly and with high quality. • Be collaborative and cooperative.• Embrace ownership of business activities and be accountable for effectively performing the duties associated with that ownership role.• Maintain an environment that fosters and supports creative solutions and continuous improvement.• Maintain a working environment that is committed to attracting, developing, and retaining a competent and highly motivated workforce.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.Transfer:For 52.6 transfer to Business Systems Analyst 4, (SG)-27, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-25 or above.To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: Career Mobility Office » GOT-IT (ny.gov)Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
