Job Description:

Responsibilities

The Bureau of Surveillance and Data Systems (BSDS) is responsible for the management and oversight of several New York State Department of Health (NYSDOH) mission critical surveillance systems including the New York State Immunization Information System (NYSIIS) and Electronic Clinical Laboratory Reporting System (ECLRS), Communicable Disease Electronic Surveillance System (CDESS), the Electronic Syndromic Surveillance System (ESSS), and the Outbreak Management Solution (OMS). BSDS has oversight of the design, development, implementation, maintenance, enhancement, and training related to the mentioned systems, and all aspects of electronic surveillance data for over 60 reportable communicable diseases and emergency communicable disease events to ensure statewide compliance with reporting and tracking for reportable and emerging disease threats. In addition to supporting these systems, the bureau conducts analysis of data from these systems including merging with other applicable systems.

The Associate Program Research Specialist will work on evaluating Electronic Case Reporting (eCR) data quality and syndrome definitions. The incumbent will oversee and define data quality metrics, develop a plan, oversee, and perform the necessary analytics and prepare acceptable reports of findings. The incumbent will provide subject matter expertise to Bureau staff and others on the analytical or research projects assigned to the Unit. The incumbent will supervise staff; oversee the preparation of reports and prepare reports for evaluation of the surveillance systems and lead the preparation of data summary reports, technical guidance, publications, and abstracts for presentations.

Minimum Qualifications

A Bachelor's degree in Public Health, Epidemiology, Health Informatics, Biostatistics or a related field and four years of research experience in the collection and analysis of data; OR an Associate's degree in a related field and six years of such experience; OR eight years of experience. A Master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

Master's degree in Public Health or related field and at least three years of experience in public health surveillance, data collection and management of public health program data. Experience with IT systems and/or large, population-based or other health related data sets (e.g. CDESS, ECLRS, syndromic), disease registries (e.g. NYSIIS) and working with confidential data, and database design/management and analytics. Use of programming tools such as SAS and SQL; data analysis from a relational database. Experience preparing reports and analyzing data.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
