Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity and applicants will be appointed to the appropriate level* based on their experience and education. Required experience: professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. Master's and higher-level degrees will substitute for one year of required experience.*Administrative Specialist level requirements:• Administrative Specialist Trainee 1 (equated to SG-13): bachelor or higher degree. • Administrative Specialist Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.• Administrative Specialist 1, SG-18: bachelor or higher degree and two years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Duties Description The incumbent of this position will report to the Director or Associate Director of Employee Relations, coordinating administrative and operations support for the Unit. Specific duties and tasks may include, but will not be limited to:• Perform the full range of professional administrative activities.• Monitor BSC HR generated reports and take necessary action.• Draft communications, unit procedures, agency guidance/policy.• Serve as a backup for the Designee of Reasonable Accommodation and assist with the reviewing, processing, and providing determinations to Reasonable Accommodations applications in accordance with the Americans with Disabilities Act (ADA), NYS Human Rights Law, Civil Rights Act, and all applicable Executive Orders and Memoranda. Work closely with each agency’s Legal Services, NYS Department of Civil Service, and/or Office of Employee Relations.• Serve as a backup for Human Resources internal recruitments. • Efficiently utilize program databases, applications, and Microsoft Office Suite.• Perform tasks in an efficient, timely, and safe manner.• Perform other duties and special projects as required.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
