Summary About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. As a critical national asset, CBC supports all phases of the acquisition life-cycle from basic and applied research through technology development, engineering design, equipment evaluation, product support sustainment, field operations and demilitarization. Responsibilities Review and coordinate a wide variety of agreements associated with the DEVCOM Chemical Biological Center technology transfer program activities. Promote areas of technology transfer by managing agreement formation process for inter-service support agreements and interagency agreements. Manage Patent License Agreements (PLAs), Cooperative Research and Development Agreements (CRADAs), Memorandum of Understandings (MOUs), and Memorandum of Agreements (MOAs) and serves as a support agreement manager (SAM). Serve as a support agreement manager (SAM). Supports the management of the Office of Research Technology Application (ORTA) which is responsible for the domestic transfer and commercialization of federally developed technology to State and Federal governments, universities, and industries. Manages agreement records and staffing at all stages of development and is primary interface with CBCs agreement database. Conduct detailed review of incoming documents, initiate action on those within assigned areas of responsibility, coordinate with CBC participants, potential partners and prepares a large variety of technology transfer documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1)Transferring federally-developed technologies to private industry, universities, and state and local governments; 2) Developing a broad range of partnership agreements, including: Patent licensing agreements (PLA), Cooperative Research and Development Agreements (CRADA), Technology Support Agreements (TSA), Interagency Agreements (IAA) and; 3) communicating professionally with highly technical internal and external stakeholders involved in research and development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This is a(n) 60 Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a temporary appointment NTE 3 years, if a candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years. Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a temporary appointment with no statutory return rights back to a permanent position. Position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade NTE 3 years by a current permanent Army employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years and may be made permanent without further competition. This position is eligible for Regular and Recurring Telework as determined by the agency policy.
