U.S. Army Communications Electronics Command SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST in Aberdeen Proving Ground, Maryland

About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Serves as a Director over multiple supply chain first- and second-line supervisors in Army Materiel Command (AMC). Leads multiple supply chain workgroups toward organizational goals by developing objectives, assigning work, tracking progress, and overseeing outputs of their employees. Supports the planning, development, implementation, and management of effective/affordable product support strategies for supply throughout the life cycle for weapons, materiel or information systems. Supports supply chain management integration across the IPS elements to optimize Class II, IX for system suitability, affordability, reliability, availability, maintainability, and operational effectiveness throughout the system life cycle. Manages and delivers repairable products and services through the IPS elements to enable and sustain systems for operational readiness. Supports the development and implementation of outcome-based supply support strategies that optimize supply chain management principles to enhance system readiness and life cycle cost affordability. Supports the weapon system manager developing and documenting the supply and maintenance support strategy, in applicable documentation, in accordance with policy and regulatory guidance. Analyzes executive information to make decisions and achieve organizational objectives. Establishes objectives, issues the necessary guidelines, interprets and implements regulations, directives, and policy statements governing logistics business processes and automated logistical systems. Mediates complex issues and disputed technical questions and confers with subordinates on technical and administrative matters. Performs liaison and support services in areas such as: logistics systems, policy development, and AWCF funding execution for other commodity commands, project managers, and commodity managers, DoD activities, and LCMC elements. Develops, reviews, and evaluates new logistics concepts, issues guidance and policy, trains staff on emerging logistics concepts and systems changes to accommodate logistics changes. Represents the senior/Center Director in meetings/discussions/panels alongside representatives of various elements of Government departments involved with AWCF hardware, logistics systems and policy, and supply chain management activities. Makes commitments and decisions governing all phases of logistics programs to achieve overall objectives. Influence system design by evaluating supply planning principles against the supply/maintenance support plan which allows the Program/Product Manager’s to provide timely, affordable, effective, and product support throughout the system life cycle. Supports and addresses supply/maintenance planning impacts to system cost, schedule, performance, life cycle management and supportability requirements in accordance with repair parts (Class II and IX) supply policy in support of sustainability. Exercises delegated managerial authority to set a series of annual, multiyear, or similar types of long-range work plans and schedules for in-service or contracted work. Recommends and implements policy changes to ensure the supply chain meets the requirements of new systems. Manages multiple supply chain workgroups Table of Distribution and Allowances (TDA) and the execution of the internal operating budget. Manages employees who are located across multiple geographical locations and engaged in technical logistics staff work and specialized logistics operations. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Developing strategic supply and maintenance acquisition guidance, policy, and procedures; 2) Performing supply and maintenance program evaluations to address accountability and performance; 3) Determining correction actions for Proactive and Reactive Army Readiness; 4) Assisting with supply and maintenance of weapon systems throughout the systems life cycle; and 5) Leading a team of subordinate employees. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement. FLSA: Exempt May require overtime work. The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. Superior qualifications and special needs pay setting may be authorized at managements discretion for eligible candidates. Salary negotiations for those candidates who are new to Federal service may be authorized. U.S. Army Communications Electronics Command utilizes Supervisory Cash Differential as a tool to incentivize and compensate supervisors based on organizational level and scope, difficulty, and value of the position. Once all eligibility requirements and conditions are met, the incumbent of this position may receive a Supervisory Cash Differential NTE 10% of the employee's basic pay (basic pay defined as pay without the locality rate) IAW the organization's Business Rules. The Differential is paid on a pay period basis with a specified not to exceed date of one year or less, is reviewed every year, and may be terminated or reduced as dictated by fiscal limitations or changes in assignment or scope of work.
