U.S. Army Cyber Command Supervisory IT Specialist (Policy and Planning) in Aberdeen Proving Ground, Maryland
Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Aberdeen Proving Ground, Maryland. Responsibilities Exercises responsibilities to integrate Army IT Portfolio (AITP) services with business needs through service management processes. Monitors contracts in support of staff activities, and in the case of centralized procurement, administers contracts for area of responsibility (AOR) requirements of the Local Network Enterprise Centers (LNECs). Responsible for preparation of policies and procedures, project development and long-range planning for installation wide AITP services business requirements. Periodically conducts random customer satisfaction surveys to ensure proper feedback is received on internal processes and satisfying SLAs with key customers. Recommends/establishes funding priorities. Manages internal security program, personnel management program, career management program, logistics management program, to include supply/property book and warehouse management as required. Establishes and maintains a wide range of personal contacts including management officials of the installation and supported tenant activities, and higher headquarters. Provides authoritative program related advice, information, and guidance regarding current and future information systems concepts, doctrines, methods, and practices, operations, technologies. Coordinates, presents, defends and negotiates programs, projects, policies and controversial issues of significant impact and support organization information systems. Considers innovative and new approaches for applications and recommendations as to feasibility and compatibility and the probable long-term effects with existing systems, facilities, equipment, etc. Advises the Chief, Business Division and other management staff on IT issues and decisions required in directing the resources of a program. Supervises a group of employees engaged in IT business functions. In addition to planning regular work assignments, prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities and deadlines. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload. Develops and issues written instructions and standard operating procedures, and ensures compliance. Reviews work, and accepts or rejects products. Prepares formal requests for personnel action to fill vacancies; detail, reassign, or promote employees. Specialized experience would be demonstrated by: Specialized experience would be demonstrated by: 1) Creating policies and procedures for computer information systems; 2) Utilizing information and technology systems to achieve business goals 3) Advising staff on information and technology (IT) system issues and potential solutions; 4) Assign work group members or lower level staff. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
