Responsibilities The C5ISR Center is soliciting candidates to serve as a Supervisory and Senior Scientific Technical Manager (SSTM), Assistant Director (AD) within the Systems Integration Portfolio, Engineering and Systems Integration Directorate. The selected candidate will: Manage a major engineering, scientific, or technical competency area with national or international significance within the organization's mission and vision. Oversee engineering, integration, and experimentation initiatives aligned with the C5ISR Center's objectives. Direct the execution of engineering programs and associated operations within the Systems Integration Portfolio. Lead critical engineering, integration, and experimentation efforts across the portfolio to meet organizational objectives. Provide experimental and technical guidance to senior management, other government agencies, and external organizations, acting as a consultant and offering critical evaluations and innovative approaches to complex engineering and technology projects. Supervise and manage a team of senior engineers, scientists, expert technologists, and various support personnel. Develop and prepare comprehensive program plans (including cost, deliverables, schedules, budgets, and forecasts) for the execution of multifaceted projects. Engage with high-ranking civilian and military officials both locally, at other commands, and at higher headquarters, and prepare and present oral and written reports on program status, critical issues, and needs. Requirements Conditions of Employment Qualifications DEVCOM-C5ISR is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project. The DB-05 pay band is equivalent to the GS-15 step 1 to GS-15 step 10 level. Additional Information Position may be filled as a TERM Appointment not-to-exceed (NTE) FIVE years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years with DOD approval. Current permanent Federal employees (to include permanent Army employees) applying for a TERM appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Selectee must be informed in writing regarding the nature and consequences of accepting the appointment. The selectee must complete the Statement of Understanding and Conditions of Term Appointment. Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. Position requires Drug Testing Requirement: This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required prior to appointment and periodically thereafter. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner level for Engineering and Technical Management within 60 months as of entrance on duty. Critical Acquisition Position- Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated: Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
