About the Position: Position is located Aberdeen Proving Ground, MD. Responsibilities Serves as directorate primary point of contact to facilitate human resources programs and resolve problems. Conducts studies of various functions, obtaining, compiling, analyzing, evaluating, and synthesizing information to recommend improvements. Advises on best course of action, initiates, tracks and monitors recruitment and employee change requests. Analyzes data and makes recommendations or provides advice and guidance to management, supervisors, and/or employees as required. Serves as directorate POC for new hires and coordinates with internal and external resources to execute full on-boarding process. Develops and maintains progress and status statistics for reporting and reconciliation with Center higher headquarters personnel. Assists in execution of strategic human resources management program goals and other programs to support effective HR strategies. Analyzes and interprets administrative policies and directives, goals and objectives established by higher headquarters. Specialized Experience: One year of specialized experience which includes 1. ) Develops and implements recruitment and outreach initiatives with a specific focus on staffing career development programs 2.) Provides and coordinates a wide variety of human resources functions to include staffing, initiate personnel actions, and pay setting; and 3.) Gathers, analyzes, develops and maintains operational and historical data to prepare a variety of human resources reports for the directorates. You will be evaluated on the basis of your level of competency in the following areas: Communications Customer Service (Clerical/Technical) Planning and Evaluating Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/NH-02). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position there is no substitution of education for experience.
