Basic Function

The current vacancy is in the Healthy Communities Public Health Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

To provide direct services to victims of sexual violence, abuse, to develop and provide training on sexual violence to the agency's volunteer staff, and to other agencies and professionals; to educate the general community on issues relating to sexual violence to work with other agencies to coordinate services and to prevent sexual violence; and perform related duties as assigned.

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  • Provide direct crisis, counseling, advocacy, information and referral services to victims of violence by telephone and in person.

  • Advocate for clients with other professionals, including medical personnel, police, attorneys, clergy, court and corrections personnel to ensure that clients are treated with respect and that they receive all of the services that they need or to which they are entitled.

  • Provide information and consultation to community professionals on issues relating to sexual violence and issues relating to group/gun violence. Develop, implement, and evaluate training programs that are designed to improve the ability of the agency's volunteers and staff from other community services, including medical, police, and social services, to respond to the needs of victims.

  • Plan and implement educational programs for community and school groups that include information on the social aspects of sexual assault and abuse, sexual health, group and gun violence, gun safety awareness, survivor health, and the types of services that are available for victims in order to raise awareness and support for victims and to change attitudes that perpetuate sexual violence and change attitudes that perpetuate group/gun violence.

  • Participate in policy development and short and long range planning for the program.

  • Develop or assist in the development of curricula and other materials, including training manuals, articles and documentation to increase public awareness of sexual assault and abuse and protection issues, group/gun violence and gun safety issues and to decrease the incidence of sexual violence and group/gun violence.

  • Participate in local and state-wide committees designed to improve services to victims and coordinate violence prevention efforts.

  • Recruit, train, schedule, and supervise volunteer advocates (approximately 7 FTE), and meet with other volunteer program supervisors to develop standards for crisis volunteer training and supervision if assigned to the sexual offense services program.

  • Develop programs that address the needs of underserved populations and provide in-service training for professionals to improve their responsiveness to victims of sexual violence and group/gun violence.

  • Assist in the development of victim-centered services through case consultation.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

Minimum Qualifications

Education: Completion of a Bachelor’s degree with significant coursework in the behavioral sciences.

Experience: One year of experience, paid or unpaid, providing counseling or advocacy to persons with victimization issues or working in a social service capacity with a vulnerable community.

Substitution: Equivalent combination of education and related experience.

Certifications/Licensure: None.

Other: Completion of 40 hours of Rape Crisis Counselor training within one year of employment if assigned to the Sexual Offense Services area.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Anti-Violence Advocate will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an Anti-Violence Advocate . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

Each case is considered on its individual merits and the type of work sought. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
