RBR-Technologies Release Train Manager in 2288 Blue Water Boulevard, Maryland

RBR Technologies is looking for a Program Manager to support one of our customers in Maryland. This position will act as a Senior Agile Release Train Engineer using the SAFe 6.0 framework.

Primary Responsibilities

  • Agile Release Train (ART) Management:

  • Facilitate the execution of the Agile Release Train (ART) by managing and optimizing the flow of value through the ART using the SAFe 6.0 framework.

  • Coordinate and manage Program Increment (PI) planning events, including preparation, facilitation, and follow-up.

  • Lead ART syncs and manage risks, impediments, and dependencies across the ART.

  • Ensure alignment between Product Management, Product Owners, System Architects, and other stakeholders to achieve ART objectives.

  • Secured Agile Framework (SAFe) 6.0 Implementation:

  • Apply Secured Agile Framework (SAFe) 6.0 principles to ensure that security is integrated into every aspect of the development lifecycle.

  • Collaborate with security teams to ensure compliance with organizational and regulatory security standards.

  • Drive a culture of security awareness within the ART, ensuring that security practices are embedded into daily Agile activities.

  • Conduct regular security reviews and assessments, incorporating feedback and lessons learned into future PI planning and execution.

  • Team Coaching and Support:

  • Coach Agile teams, Scrum Masters, and other roles within the ART to ensure adherence to SAFe 6.0 practices and principles.

  • Mentor and support teams in improving their Agile maturity, fostering continuous improvement.

  • Facilitate collaboration and communication between teams to remove roadblocks and improve productivity.

  • Metrics and Reporting:

  • Track and report on ART metrics, including velocity, quality, and predictability, to stakeholders.

  • Provide visibility into the progress of the ART, including risks, dependencies, and opportunities for improvement.

  • Ensure that ART metrics align with the organization's broader goals and objectives.

  • Continuous Improvement:

  • Promote and lead continuous improvement activities within the ART, encouraging innovation and process optimization.

  • Facilitate Inspect and Adapt (I&A) events to evaluate and improve ART performance.

  • Identify opportunities to improve the security posture of the enterprise IT system and incorporate these improvements into future releases.

  • Stakeholder Management:

  • Build and maintain strong relationships with business stakeholders, ensuring their needs and expectations are met.

    Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field. Advanced degree preferred. Experience in managing large IT Programs with more than 75 employees

  • Active Secret clearance

  • 5+ years of experience in Agile project management, with at least 2 years as a Release Train Engineer (RTE).

  • Demonstrated experience in implementing and managing Agile Release Trains using the Secured Agile Framework (SAFe) 6.0.

  • SAFe 6.0 Release Train Engineer (RTE) certification required.

  • Extensive experience in the development and delivery of enterprise IT systems.

  • Strong background in security practices and frameworks, particularly within Agile environments.

  • Deep understanding of Agile principles, SAFe 6.0 practices, and the role of security within Agile frameworks.

  • Excellent leadership, facilitation, and coaching skills.

  • Strong analytical and problem-solving abilities, with a focus on risk management and continuous improvement.

  • Exceptional communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.

  • Experience with various Microsoft technologies such as MS Office 2013 (Word, Excel, and PowerPoint), Visio, and SharePoint

  • Security + Certification

    Preferred Qualifications

  • Top Secret clearance

  • Additional certifications in Agile, project management, or security (e.g., CSM, PMP, CISSP) are a plus.

  • KM Platforms (SharePoint, MS Teams, Wiki tools) experience

  • Understanding of DoD cybersecurity requirements for IT systems and cloud-based platforms

  • Successful past Project or Program Leadership

  • Experience with Software Development Projects
